Development management in Indonesia

Development management means running a property development on the owner's behalf from the first feasibility study to handover: structure, land, design brief, budget, permits, contractor selection and construction control. Indonesia Core Management acts as the owner's representative in Bali and Indonesia, so the investor keeps control of decisions and money without being on site every day.

What it covers

Development management is the owner’s function, delegated. We carry it out on your side of the table.

  • Feasibility: land, zoning, product, budget, timeline and exit — tested before design starts.
  • Structure: company, land right or lease, shareholder arrangements. See PT PMA and structuring.
  • Design coordination: brief to the architect, design reviews against budget and permits.
  • Budget and cost plan: from the first estimate to the bill of quantities (BOQ), with contingency and a change-control process.
  • Permits: KKPR, environmental approval, PBG and SLF. See building permits.
  • Procurement: contractor selection, contract type (lump sum or measured), payment terms and guarantees.

Why investors use it

Most foreign investors in Bali are not here full time. The usual failure pattern is not dramatic: a design that grows beyond budget, variations agreed verbally on site, payments made against dates instead of verified progress, and permits that do not match what was built. Each step looks small; together they decide whether the project makes money.

Our role is to keep every decision visible, documented and approved by the owner.

Reporting

Selected development participation

On selected projects ICM can also take part in the development itself alongside investors. When this happens, roles, interests and fees are set out in writing from the start.

Frequently asked questions

How is development management different from project management?

Project management controls the construction phase: contractor, schedule, quality and payments. Development management starts earlier and covers the whole project — feasibility, structure, land, design, budget, permits — and includes project management during construction.

Do you build the project yourselves?

No. We act on the owner's side. Construction is carried out by the contractor under a contract with the owner or the owner's company, and we control that contract.

How are you paid?

Typically as a percentage of the project budget or a fixed fee agreed in writing, paid alongside project milestones. The structure depends on scope.
