The project
Two villas at Jungut Batu on Nusa Lembongan, an island off the south-east coast of Bali. The villas are built by a local contractor under a lump-sum contract with the owners’ company. Construction has progressed from foundations to the mechanical, electrical and plumbing (MEP) phase.
ICM’s role
Project manager on the owners’ side. ICM controls the contract, the programme, the quality on site and the payments, and reports to the owners, who are not based on the island. ICM has its own site supervisor on Nusa Lembongan, supported by a supervisor from Bali.
Scope of work
- Contract administration under the lump-sum agreement.
- Site supervision and quality inspections at critical stages.
- Review of progress claims against work in place.
- Budgeting of items excluded from the construction contract — such as water treatment, generator, certificate of fitness (SLF), landscaping and furniture — so that they are planned rather than discovered late.
- Coordination with the architect and the owners on decisions and variations.
Challenges
- Island logistics. Every material crosses by boat from Bali. Deliveries, storage and weather windows are part of the schedule.
- Remote owners. Decisions and payments need to be based on verified information, not on the contractor’s reports alone.
Approach
Payments are linked to verified progress on site. Owners, contractor and ICM meet on the island to agree the financial position at key points, and changes to the payment system are recorded in writing.
